Austrian foreign minister Sebastian Kurz toldthe ORF broadcaster Monday that, while the Russian-backed Crimean referendum was unacceptable, the initial list of 120-130 Russian names targeted for sanctions will be whittled down to “tens of scores” at the emergency EU foreign ministers meeting later in Brussels. Kurz said he did not expect Gazprom head Alexei Miller and Rosneft head Igor Sechin to be subjected to such sanctions as visa bans and asset freezes for Russian political and military officials. "I think picking business bosses indiscriminately would be a wrong step," he said.
