Russia’s Deputy Foreign Minister Sergei Ryabkov said, according to Interfax, that Russia didn’t want to use the Iranian nuclear talks to ‘‘raise the stakes,’’ but may do so in response to the actions [sanctions] by the United States and the European Union. Ryabkov, who is Russia’s envoy to the Iranian talks, said Russia considers ‘‘reunification’’ with Crimea far more important than the developments surrounding the Iranian nuclear program. This is Moscow’s most serious threat of retaliation for sanctions so far.
