The suicide bombing attack in Bulgaria which left five Israelis dead and more than 30 injured on July 18 is seen by Western intelligence and counter-terror sources as marking Hizballah’s regression to its old tactics. After a 17-year break, the Lebanese terrorist group is again sending suicide killers to murder Israelis and Jews. Israel’s counter-terror agencies failed to pick up on this. While they are catching up, Iran and Hizballah will take the chance for more violence - unless Israel restores its deterrence with a firm hand.

The Bulgarian bus attack was a “local” target – although seven Israelis were killed and more than 30 injured – whereas an Israeli plane or diplomat would be a “strategic” target. Nevertheless, US President Barack Obama and Israeli prime Minister Binyamin Netanyahu agreed that Israel will not react for now.

Straight after terrorists targeted Israeli embassies in New Delhi and Tbilisi, Monday, Feb. 13, Israel’s Chief of Staff Lt. Gen. Benny Gantz convened an urgent conference with Military Intelligence Director Maj. Gen. Aviv Kochavy, Air Force commander Ido Nehushtan and Operations Division chief Maj. Gen. Yaakov Ayash. Their discussion went beyond the immediate import of the two incidents to focus on the broader ramifications of a potential attack with Israeli fatalities and its impact on the prospects of war.

Foreign Minister Avigdor Lieberman said Monday, Feb. 12: “We know exactly who was responsible for attacking Israeli officials abroad and we shall respond.” He referred to the bombs attached to the cars of two Israeli officials. One blew up in New Delhi, injuring Talya Yehoshua-Koren, wife of Defense Ministry representative to India, and three others. The other bomb was discovered in time by the car’s owner, a local embassy employee in Tbilisi, Georgia. Israeli diplomats and foreign officials were ordered to stop using their own vehicles. 

Western intelligence sources report that on August 30, Hizballah put its forces on a state of war alert and issued a partial call-up of reservists, apparently in preparation for a major attack on Israel in response to Israeli-Palestinian peace talks in Washington or during the Jewish New Year festival starting on Sept. 8.
