The Ukrainian government has offered sweeping autonomous powers to restive, pro-Russian regions as a concession to Moscow's demands. Acting prime minister Arseniy Yatsenyuk told regional leaders and businessmen Friday, April 11 in the eastern town of Donetsk, where pro-Russian separatists have declared a People’s Republic, that he is ready to consider a law on referendums. He is trying to avert Ukraine’s breakup into pro-Western European and pro-Russian regions by a gesture that is likely a Western trial balloon for Moscow.

President Vladimir Putin approved a draft treaty between Crimea and Moscow on the breakaway region’s “reunification with Russia” Tuesday, March 18. He formally notified the Russian parliament of Crimea’s application to join Russia as a new federal republic. Monday, the US and EU imposed relatively mild sanctions – travel bans and a freeze on assets - on Russian and Ukrainian officials after condemning the Crimean referendum as illegal. The White House warned sanctions would be broadened if Russia took more steps. Putin has defied that warning.

Units of the Russian forces which secured the Olympic Winter Games ending in Sochi Sunday were flown and shipped Monday, Feb. 24 to Russian bases at the Ukrainian Crimean port of Sevastopol, debkafile reports, as Russian Prime Minister Dmitry Medvedev refused to recognize the new authorities in Kiev. Giant Russian Air Force transports and rapid deployment forces were placed on alert at the Rostov on-Don base east of the pro-Russian southeastern Ukrainian town of Donetsk. Military movements were also sighed in Belgorod opposite the Ukraine border.

Some Russian sources report that not one but three female bombers are at large. US forces are assisting Russian security to secure the Games. A vast 2,400-kilometer “ring of steel” enclosing Sochi and manned by 40,000 Russian personnel is the broadest security area ever provided for an Olympic event.
