Only Israeli security cabinet is authorized to declare war – new ruling

Prime Minister Binyamin Netanyahu and Justice Minister Ayelet Shaked Wednesday put before the security cabinet meeting an amended rule: Henceforth, only a security cabinet plenum has the authority to declare war on behalf of Israel. This decision overruled the previous ruling which permitted  the prime minister and defense minister to decide on war on their own in extreme circumstances.  The session took place in the new underground National Center for Crisis Management

Just wondering… How will anyone know who made what decisions down there. In other words if it is the PM and the vice PM or the plenum or no one at all! It’s like the ballots having a private powwow in the box, no one needs to be accountable. What are the reasons for the new regulations?
