CIA chief would disobey president if waterboarding ordered

CIA Director John Brennan has said that his spy agency will not use controversial interrogation techniques, such as waterboarding, even if ordered to do so by a future president – after two presidential contenders, Donald Trump and Ted Cruz, said it would be allowed.
"I will not agree to carry out some of these tactics and techniques I've heard bandied about because this institution needs to endure," Brennan, said, adding later that he would "not agree to having any CIA officer carrying out waterboarding again."
Trump said he would “bring back a hell of a lot worse than waterboarding” in order to fight terror, and Cruz said he did not believe the practice amounted to torture.
