Maj. Gen. Tamir Hayman, head of military intelligence (AMAN), has warned that the Palestinian Authority in Ramallah faces collapse for lack of funds, and its loss of control will devolve on the IDF responsibility for the 2.5 million residents of the Palestinian regions in Judea and Samaria. Other senior officials are not so pessimistic about the crisis. As in the past two months, Israel deposited the funds due to the Palestinian Authority and the PA refused to collect the money, so long as Israel deducts from the total the stipends allocated by the Authority to convicted terrorists. The PA’s monetary crisis was discussed in talks between Prime Minister Binyamin Netanyahu and outgoing Finance Minister Moshe Kahlan on Sunday, in the course of their negotiations on the formation of a government coalition.
