Kiev retracts “permanent ceasefire” statement after Moscow differs

There was no truce deal, said Putin’s spokesman Dmitry Peskov. The leaders agreed on steps towards peace, but "Russia cannot physically agree to a cease-fire because it is not a party to the conflict," he said.
