A naval blockade is old 19th century war provocing manouvre. Imagine the European navies would block Israel. What would Israel do?
DIfference is that Israel would deserve a blockade among other things since it is an occupying power that has violated countless UN resolutions. I think Also violates the many of its neighbors sovereignty, DPRK has not.

Ironically, every time that North Korea says that such-and-such is a declaration of war, it may or may not have forgetten [I’m banking on the ‘not’] the same thing everyone else does – the Korean War ended in a truce, not a treaty. Technically, it is still going on. This is why the South and tens of thousands of US troops are held there in combat readiness. This is also why all of these ‘declarations’ are moot.
