Palestinian rocket attacks on Israel violate laws of war

Human Rights Watch accuses Palestinian armed groups in Gaza of violating the laws of war during the November 2012 fighting by firing about 1,500 rockets at populated areas in Israel, making clear that harming civilians was their aim. “There is simply no legal justification for launching rockets at populated areas,” said Sarah Leah Whitson, Middle East director at Human Rights Watch. And furthermore, they repeatedly fired rockets from densely populated area, placing Palestinian civilians at risk from Israeli counter-fire.
