David Rodriguez, former senior commander in Afghanistan, if approved by the Senate, will oversee counterterrorism missions in Somalia, Yemen, Mali and Nigeria after the deadly Al Qaeda attack on the US consulate in Libya and amid growing concern about its affiliates.
