Putin orders Russian troops to pull back from Ukrainian border

President Vladimir Putin ordered Russian troops near the Ukrainian border back to base, the state-run RIA news service reported Monday – six days before Ukraine’s presidential election. Units in the Rostov, Belgorod and Bryansk regions should return to their permanent bases, a statement said. Russia has made a similar statement in the past, which NATO did not confirm.
