Putin proposes “statehood” for separatist Ukraine regions

The term “statehood” used by Russian President Vladimir Putin in relation to eastern Ukraine raises his challenge to Kiev and the West, rather than his backing down in the face of the EU’s threat of new sanctions in a week’s time.
