Rouhani again rules out talks with the US

In a speech to parliament in Tehran on Tuesday, Iran’s president Hassan Rouhani again ruled out bilateral talks with the US in response to French President Emmanuel Macron’s efforts to set up a meeting with President Donald Trump at UN headquarters.  Rouhani warned that if current negotiations with parties to the nuclear accord fail to yield progress by Thursday, Iran will enact the “third step” for reducing its commitments under that accord. Tehran has already increased uranium enrichment and stockpiles.
