Russia instructs its citizens studying overseas to return home immediately

All Russian citizens studying overseas have been ordered to immediately return to their homeland, Russian internet newspaper Znak reported on Tuesday. The report said the order was issued to all civil servants at all levels of the government. The reason for the instruction was not clear, but the newspaper's commentators suggested two possibilities: Russian preparation for war against the West, or President Vladimir Putin's desire to display his domination over the country's oligarchs and force those with children studying in the US and Europe to bring them home.
