Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky agreed to a cease-fire on Monday at the Elysee Palace. They were flanked by German Chancellor Angela Merkel and French President Emmanuel Macron. The truce halts a standoff in the fighting in the Donbas region between Russian-backed separatists and the Ukrainian army. The accord covers a prisoner swap by year’s end. The four leaders arranged to meet again in four months to decide on a general election in eastern Ukraine.
