Ukraine ceasefire holds overnight

No fighting was reported by Saturday morning in Ukraine after a ceasefire deal went into effect Friday evening. It was struck between the Ukrainian government and pro-Russian rebels in Minsk Friday, brokered by the OSCE, which will monitor observance, and involving Russian ambassador to the Ukraine Mikhail Zurabov. 
After the EU expanded its list of sanctioned persons Friday, President Barack Obama told the NATO summit in Wales.that measures against Russia would be reviewed in line with implementation of the ceasefire.

With the Ukraine crisis dominating the summit, member states agreed to form a multi-national rapid-reaction force to boost the alliance’s “eastern defenses.” DEBKAfile: Former Western alliance decisions to establish rapid intervention sources have never taken off.
