Ukraine proposes brief truce

Ukrainian President Petro Poroshenko Wednesday outlined a peace plan for eastern Ukraine, including a unilateral ceasefire by government troops. The president’s 14-point proposal – delivered to students at a military institute in Kiev — followed a late-night phone call with Russian President Vladimir Putin. It includes tighter controls of the Russia-Ukraine border and amnesty for fighters who give up their arms. Statements from Ukrainian government officials suggest that the temporary truce could be imminent, giving fighters who Poroshenko deemed “Russian mercenaries” the chance to leave the country.
