US and EU leaders at odds on sanctions for Russia

In a round of phone calls Friday, US President Barack Obama failed to reach agreement with German. British, French and Italian leaders on the scale of new sanctions to be imposed on Russia for its support of pro-Russian separatists in Ukraine. The four leaders were ready to expand the present penalties, but not to endorse the broad economic offensive which the US president proposed to launch against Moscow.
