Russia fears US surveillance flights portend fresh Israeli air strikes over Syria
Moscow charged Thursday, Oct. 25, that US surveillance aircraft had piloted a massive UAV attack on Russia’s Syrian air base. DEBKAfile: This charge aimed at stopping US-UK reconnaissance flights which are assessing the new Russian air defense and electronic warfare deployments in Syria.
It was leveled by Russian Deputy Defense Minister Alexander Fomin, who claimed that that Russia’s Khmeimim Air Base in Syria had come under a massive drone attack by unmanned aerial vehicles piloted by a US Poseidon 8 surveillance aircraft. “This is very alarming data, of course,” Kremlin Spokesman Dmitry Peskov told journalists. ”No one has doubts about the conclusions, an appropriate analysis will be carried out by our military.” Asked whether the subject would be raised at the Trump-summit expected to take place on Nov. 11 in Paris, Peskov did not rule this out.
It also came up, DEBKAfile’s sources report, in the talks US National Security Adviser John Bolton held in Moscow on Monday and Tuesday.
The Russian accusation is indeed grave. The radical Islamist rebel Hay’at Tahrir al-Sham has mounted repeated drone attacks on the Khmeimim airbase from Idlib and northern Latakia, but Moscow has never before charged the US with direct military involvement in attacks by the Islamist terrorists.
The accusation also directly affects Israel, or rather its air force. According to our sources, the Russian accusation is aimed at halting the US and British reconnaissance flights taking place for some days along the Syrian Mediterranean coast and the Israeli and Jordanian borders with Syria. Our military sources report that these missions aim primarily to gauge the effectiveness of the Russian S-300 air defense missiles and electronic warfare systems newly-deployed in various parts of Syria, and how far they endanger any US and Israeli warplanes operating in Syrian airspace.

It is five weeks since Israel discontinued its air strikes against Iranian targets in Syria out of reluctance to risk its aircraft being shot down by the Russians out of eagerness to even the score over the downing of their IL-20 spy plane on Sept. 17, albeit by Syrian missiles. Russian eavesdroppers this week picked up chatter in Israel about possible plans to resume the air strikes. And so, Moscow came up with the charge of an American Poseidon piloting a rebel drone attack on its air base in Syria, mainly to deter Israel and its air force from returning to Syrian skies – certainly before Presidents Vladimir Putin and Donald Trump meet next month.
Why is the Kremlin so anxious to connect the two cases? The Russians have long memories. In December 1987, i.e. 31 years ago, shortly before President Ronald Reagan and President Mikhail Gorbachev were to meet in Geneva, the US and Israel decided to ignore Russian threats in Syria and allow aerial duel to take place between Syrian fighters secretly piloted by Russian air crews and Israeli warplanes. The engagement was to test their respective electronic warfare systems in action and find out which was superior, Israeli-Western or Russian capabilities. However, Gorbachev’s hopes of reaching the summit with Reagan with the upper hand, after proving Russian superiority, were dashed after Russian-piloted aircraft were downed by the Israeli air crews.
With another summit coming up shortly, the Russians are waiting in suspense for Israel to decide whether to brave their cutting-edge hardware or avoid the risk.

That would be nice, but at this point such bragging remain wishful thinking. Yet, it is clear that eventually Israel will need to operate in the face of this new equipment. If not in Syria, then in Iran where it is also going or already is installed.
You and I can imagine that the US and Israel are somehow probing the capability and weaknesses of such equipment that is tracking US and Israeli flights. What they learn from this and more covert methods will remain unknown until push comes to shove. Likely both the US and the Russians both want to know at low cost the relative merits of their deployed equipment, so they can each plan the next round of improvements and counter measures.

1) Thus far Putin and his clever gang tried to play their “political games,” so to speak, while totally disregarding all International law, agreements, written and unwritten rules which were to keep the world from another world war. How did they usually act? First, they tested waters — did something ugly on a low scale and watch all the reactions. The reaction “up to Trump” were mostly absent or very mild, again — up to the moment Ms. Trump was elected the US President.
2) Then US administration started applying the same method to Russia herself. They test waters — what Russian government can swallow and if they do — Americans hit harder. And Russians do swallow just everything because they badly behind in terms of technology, military, intelligence, not even talking about non-military aspects — Putin and his KGB gang destroyed their country completely.
3) The IL-20 affair mentioned in the article falls in the above described framework precisely. Nobody says that for political reasons but by all accounts that IL-20 was correcting Syrian anti-aircraft fire directed at Israeli plains… and paid for that.
4) Therefore, Russians, in full acknowledgement, of their “abilities” try to prevent by political means what they absolutely cannot prevent by military ones.
5) And what is that they try to prevent? It’s obvious: Israel, USA, UK and very likely other Western powers are about to start hitting hard Syrian, Iranian and Russian interests in Syria.

Embarrassing that a primitive UAV can beat their defenses so they claim that the USA must have done it. To me it sounds like someone on the Russian side is in CYA mode.
To me it seems very unlikely that the USA had 13 UAV controllers set up in a P-8 ready to take over if the Russians were able to disrupt an attack by irregular forces on the ground. The hand-off would likely be very messy from a technical respect and take an inordinately long time. Also, from the limited information I’ve had about the P-8, a properly configured one doesn’t have the room for another 13 or so stations for UAV controllers.
I don’t claim to know just what did happen, but whatever it was, it isn’t at all likely to have been as the Russians described.

I’m not sure how the truthfulness of USA spokespersons or any typical levels of relative truthfulness of USA and Russian actors comes into this.
Given any reasonable level of tactical competence, any likely mission goals, and the available tech and equipment – the Russian story is so unlikely as to be in the ludicrous category. Even if one accepts the Russian story of the behavior of the UAVs there are any number of ways it might have happened which would make more sense than a P-8 being equipped, crewed, and trained to take over the UAVs.
In this particular case the Russian explanation doesn’t make sense to me at all. Maybe they truly believe their story, but I don’t.
