Israeli airlines end stoppage

Israeli airlines El Al, Israir and Arkia resumed normal flight schedules Tuesday morning after an accord with the government to subsidize 97 percent of their costs for extra security. They halted all flights Sunday in protest against the government’s approval of the Open Skies accord initialed with the European Union for gradually opening the Israel market to competition by foreign and new airlines.
