Putin explains Crimea operation to Merkel

Vladimir Putin explained to German Chancellor Angela Merkel in a phone call Sunday that Russian citizens and Russian speakers in Ukraine faced an “unrelenting threat from ultra-nationalists, and the measures Moscow has taken “were completely appropriate” given the “extraordinary situation.” They agreed to continue consultations to seek normalization in Ukraine.
